About the Purchasing Department
The Purchasing Agent is responsible for purchases regulated by the City and its Charter, section 7.14 The Purchasing Agent reports directly to the Director of Finance.
The Purchasing Department is located at 54 Hill Street, Shelton, Ct 06484. The office is open Tuesday thru Friday 8:00am - 5:30pm.

The Purchasing Agent shall let to bid all purchases (including those made by the Board of Education) which reasonably may involve the expenditure of Five Thousand Dollars ($7,500.00) or more by the Invitation of sealed bids, giving at least ten (10) days notice of the closing for bids by publication at least once In a newspaper having A substantial circulation in the City. Within five (5) days after the closing date for bids, the bids shall be opened publicly by the Purchasing Agent contract for the purchase to the lowest responsible bidder, provided however, the City may reject any, all or any part of any bids. If the authority to award contracts has been delegated, shall award contracts. The Board of Aldermen may establish such other regulations for purchases and bidding as It deems appropriate.
When any purchase Involves an expenditure In excess of TwoThousand Dollars ($2,000.00) and does not exceed SevenThousand FiveHundred and Ninety Nine Dollars ($7,500.00), the Purchasing Agent, or In the case of the Board of Education, an agent designated by the Board of Education, shall obtain a minimum of three written proposals for the purchase of the item and shall make such purchase from the lowest responsible vendor, unless the Purchasing Agent, or In the case of the Board of Education, an agent designated by the Board of Education determines other wise and in that event, the Purchasing Agent or in the case, of the Board of Education, an agent designated by the Board of Education shall create and maintain a written record of the reasons for such choice.
"Purchase" as used herein shall be defined to include the purchase In any fiscal year of any item, service or combination of items or services which singly or in the aggregate total the amounts indicated herein. Aggregate purchases shall not be divided into smaller increments so as to avoid the provisions called for herein.
The Board of Aldermen and the Board of Education for its purchases shall establish by resolution those services which are considered as professional and as to which bidding is not required. The Board of Aldermen and the Board of Education respectively may by such resolution establish such procedures with regard thereto as each deems reasonable. When the purchase of goods and the provision for services are combined, that portion involving the purchase of goods shall be subject to the provisions of this section.
Waiver of Bids: Whenever the Purchasing Agent shall determine that bidding for any particular goods or services would be impractical, impossible, or unwise, the Purchasing Agent shall recommend to the Board of Aldermen that bids be waived. Each such recommendation shall be in writing and shall state its reason. If the Board approves such recommendation by an affirmative vote of at least six (6) of the eight (8) members, bids shall, be waived and the goods or services shall be purchased In such manner as the Board of Aldermen directs.
The Director of Finance shall record the amount of each authorized purchase and each contract for a future purchase a encumbrance against the appropriation from which it is paid or to be paid.
Each charge and prospective charge against at the City shall state the Department and the appropriation against which it is to be charged. The Director of Finance or his agent shall audit and approve as correct and valid each charge against the City and shall authorize payment of all approved charges in writing. At the end of each month the Board of Apportionment and Taxation shall review the charges against the City for the preceding month and may make recommendations to the Mayor concerning charges against the City.
The Director of Finance shall prescribe the time at which and the manner in which persons receiving money for the account of the City shall be paid.

Special Notice for the July 2018 installment for Real Estate, Motor Vehicle, Business Personal Property taxes and the Sewer use fee. The bills for the sewer use were mailed June 1, 2018. You have up to and including Wednesday, August 1, 2018 to pay without interest. The bills for the Real Estate, Motor Vehicle and Business Personal Property taxes will be mailed by June 30, 2018. They are due July 1, 2018 and you have up to and including Wednesday, August 1, 2018 to pay without interest. The Real Estate bill is for both your July 2018 and January 2019 installments. It is a 3 part bill with part A for the July 2018 installment, part B for the January 2019 installment and part C for you to keep for your records. You will not receive a new bill for the January 2019 tax installment. If you do not receive a bill by June 30, 2018 you can print a copy using our online services or come into the office. See below for more information on each bill type. If you mail your payment, we do post it as ‘on time’ as long as it has a post office postmark of August 1, 2018 (or earlier). If you come into the office to pay, please bring your ENTIRE bill(s). We accept cash and checks in the office. We have a separate computer set up for debit and credit card payments or you can pay from home (cards subject to a convenience fee). We DO NOT accept phone payments. You may write one check for multiple bills. If your bill says “Back Taxes Also Due”, you can NOT pay at the bank as listed below, this notation means that you have Delinquent Taxes IN ADDITION TO the bill(s) you just received.
Tax and Sewer Bill Payments can be:
- Mailed to City of Shelton Tax Collector, PO Box 273, Shelton, CT 06484-0273, enclose a self addressed stamped envelope for receipt
- Paid at the following banks during July and January only (You MUST have your original bill to pay at a bank.):
- Webster Bank – three locations in Shelton only, 502 Howe Ave. – 506 Shelton Ave. – 375 Bridgeport Ave.
- People’s United Bank — local valley area branches (Shelton, Derby, Ansonia, Seymour) NOTE: People’s Bank will only accept payments between the dates of July 1, 2018–August 1, 2018.
- Paid in person at the Tax Collector’s Office between 8:00 am and 5:15 pm
The tax office is responsible for the billing and collection of over 62,000 real estate, motor vehicle and personal property taxes, sewer use fees, & water main & sewer assessment bills along with delinquent taxes, interest and fees. Please see below for an explanation of each type of tax.
A consistently high collection rate is key to fiscal stability for the City and is the number one priority of the Tax Office. Balancing the need to maintain a high rate of collection with the sensitivity necessary to deal with individual taxpayer issues is an integral function of the department. We continue to strive to provide the public with prompt, courteous and professional service when paying your taxes to make it as educational and customer friendly as possible. The City of Shelton adheres to Connecticut State Statutes and the City of Shelton ordinances. Personnel in the City cannot make any decisions contrary to these laws.
State Aid Sec. 12-130
Per CT State Statutes Sec. 12-130 the 2018-2019 fiscal year budget for the City of Shelton estimates that $7,565,303.00 will be received from the State of Connecticut for various state financed programs. Without this assistance, the mill rate for the fiscal year 2018-2019 would be 23.77 mills.
The Board of Aldermen met on May 29, 2018 and set the mill rate for the fiscal year, 2018-2019, at 22.15 mills. This mill rate will be in effect through June 30, 2019.
Can I Pay My Taxes Online?
There is a convenience fee associated with an online payment and you will be asked to accept any charges prior to continuing to pay your taxes. Partial payments can be made online. Once you have chosen the bill(s) you want to pay on and Added to Cart, click on View Cart, accept the Terms and Conditions by clicking the pay now button, THEN the next page is titled Step 1-Select Payments. Under MY BILLS you can edit your payment amount by clicking the edit icon on the left side. Then you will be able to change your payment total in the AMOUNT box.

Tax Due Dates
Bills are sent out at the end of June for the following fiscal year, July 1st through June 30th. Bills can be paid in two installments, July 1st and January 1st. You have up to, and including, August 1st and February 1st to pay without penalty (if your bill is under $100, it is due in one installment in July). Real estate taxes are paid on any land or buildings you own.
Bills under $5,000 are due in one installment, July 1st and you have up to, and including, August 1st to pay without a penalty. Bills over $5,000 are due in two installments, July 1st and January 1st. You have up to, and including, August 1st and February 1st respectively to pay without penalty. Personal Property is a very general category made up of machinery, equipment, furniture and fixtures, either owned or leased by business and industry. Most residential taxpayers are not subject to Personal Property tax.
July 1st and you have up to and including August 1st to pay without a penalty. Registered motorized or non-motorized vehicles (such as cars, trucks, motorcycles and trailers) are considered Motor Vehicles for tax purposes.
Motor Vehicle Supplement
January 1st you have up to and including February 1st to pay without penalty. Motorized or non-motorized vehicles that were registered after October 1st and before August 30th. The bills for these cars are due January 1, 2018 and you have up to, and including, February 1, 2018 to pay without a penalty.
Currently the interest rate charged on delinquent tax payments is 18% per year or a minimum of $2.00. This rate is charged from the due date i.e. July 1st and January 1st, not from the date that the grace period ends (August 1st and February 1st). The interest must be computed on each individual tax and not the total should you be paying more than one bill at a time.
Sewer Use Fees
This is a user fee and is charged to any parcel of real estate that is connected to the City’s sewer system. If you use a septic system you should not be paying sewer use. Sewer use is due every July 1. The time period covered is July 1 through June 30. The due date to pay is July 1st, and you have up to, and including, August 1st to pay without a penalty.
Water Main Assessments
Water main assessment bills are charged by the Engineering Department, but are collected through this office. If there has been construction of a water line near your property you will have a water main assessment bill. The due dates for water main assessments vary by construction project. Water main assessments paid in full within the initial grace period are not subject to interest or liens. Water main assessments may be paid in yearly installments, usually over ten years. The installment payments are subject to interest and a lien is filed against the property even though the installment payments are current. This is basically like a loan payment plan. The entire principal is in arrears. The water main assessment is due in full even if you do not hook into the water main, but continue to use your well.
Sewer assessment bills are charged by the Water Pollution Control Authority, but are collected through this office. If there has been construction of a sewer line near your property you will have a sewer assessment bill. The due dates for sewer assessments vary by construction project. Will I receive a bill for my January installment?
No, the bill sent in June includes a stub to send in with your July payment, a stub to send in with your January payment and a stub for you to keep for your records. A reminder will not be sent for the January installment.

I have a mortgage company pay my real estate taxes, why did I receive my real estate bill?
Each mortgage lender requests the tax bills they are interested in paying each year. This would indicate that we did not get a request from your bank for your bill. Please contact your mortgage holder and get the exact address (and possibly the person’s name) you should send your bill to and forward it to them for payment.

What period of time am I paying taxes on my motor vehicle(s)?
Motor vehicle bills issued in July are for the time period of the previous October 1st through September 30th of the billing year.
I never got a bill, why do I need to pay interest?
Maybe you did not update your address with the DMV or it was never changed at the post office. The law states, G.S. Section 12-130, “failure to receive a bill does not invalidate the tax.”

What period of time does my Motor Vehicle Supplemental Bill cover?
This bill represents the time period from the time you registered with the DMV to September 30th.
What is a supplemental Motor Vehicle Bill?
These bills are for vehicles that were registered at the motor vehicle department after October 1st but before August 1st of the following year. (Presently between October 2, 2016 and August 1, 2017). Supplemental Motor Vehicle bills are sent out at the end of December and come due January 1st.
I need an adjustment made to my bill, will the time period to pay be extended?
No, you have 30 days to pay all bills from the due date. This should allow you enough time to get the necessary documents into the assessor and be notified of any changes made to the amount(s) due.
I moved out of state, do I really owe these taxes?
To possibly get an adjustment to this bill, please send the Assessor’s office a copy of the registration(s) in your current state for each vehicle. If you registered in the new state after October 1st, there will be an amount remaining to pay. After the assessor makes any necessary changes we will send an adjusted bill out to you.
I moved to another Town, should I pay the City of Shelton?
If you lived in Shelton on October 1st, you owe the tax to Shelton. If you moved before October 1st and changed your information at the motor vehicle department you must produce proof of your new residency to the assessor. If you are renting – a copy of your lease with the date the lease begins or a copy of a utility bill, or a copy of a phone bill dated prior to October 1st. I owe delinquent motor vehicle taxes, how can I clear this up?
If you DO NOT need to register or renew a registration currently, please go to Tax Records to look up the amount due for this month or call the office for an up-to-date payoff amount at 203-924-1555 Ext 1501. You will be able to send a personal check in for your taxes due or you can pay your taxes on-line at that same website.
If you DO need to register or renew a registration currently, you can call the office or come in to get an up-to-date amount owed. You will be required to pay your taxes in full using cash, money order or Visa debit card for an immediate release. There will be a 24 hour waiting period if you pay by credit card or 10 business day waiting period if you pay by personal check. This includes E checks paid online.
I received a bill for a motor vehicle that has been sold, should I pay it?
If you took the license plate from this car and transferred it to another car – yes, pay this bill and you will receive a Supplemental Motor Vehicle Bill in January for the new car showing a credit for the taxes paid on the replaced car for the period that you did not own it.
If you canceled the registration and returned the license plate to the DMV – send the assessor’s office a copy of the plate receipt that you received from DMV and documentation showing what you did with the car and the bill may be adjusted if the transaction happened prior to August 31st.

The Water Pollution Control Authority sets the charges to be applied each year. The amount set for the July 1, 2016 billing is $198.00 per unit. This bill covers the time period of July 1, 2016 through June 30, 2017.

What happens if a payment or check is returned unpaid by my bank?
All City offices charge a return check fee of $20.00 for unpaid items. This fee, in part, covers the bank charge the City is assessed and also the additional administrative cost of reversing the payment and notifying the payee. Unless restitution is made prior to a bill being considered delinquent, statutory interest is charged, just as with any other late payment.
If I mail my payment, when is the latest I can send it without being considered delinquent?
The status of all mailed payments is determined by the post mark on the envelope. If a payment is post marked within the date allowed for timely payment, it is not considered delinquent. If a payment bears a private postal meter stamp and is subsequently over-stamped by the U.S. Postal Service with a later post marked date, the U.S.P.S. post mark is considered the date mailed. If an envelope bears no post mark date, it must be received no later than the deadline date to be considered timely. All mail post marked after the deadline date is considered delinquent and interest is charged from the original due date through and including the month of the postmark. A partial month is considered a full month for interest calculations.

Tax Collection Enforcement
Real Estate Taxes
Tax collector liens are filed at the end of May for all accounts with a tax balance due. Liens will remain in force until all taxes, penalty interest and fees are paid in full.
Tax collector liens are subject to foreclosure or sale/assignment to a third party for collection.
Motor Vehicle Taxes
Per state statute, delinquent motor vehicle taxes are reported to the Department of Motor Vehicles, which will deny registration renewal on all vehicles in your name until all taxes, interest and penalties are paid in full. To obtain immediate clearance payment must be in cash, money order or bank check. There is a 10 day waiting period if paid by personal check.
Personal Property Taxes
Uniform Commercial Code (U.C.C.) liens are filed against all personal Property on which there are unpaid taxes. In addition, the Tax Office uses the services of state marshals and constables to serve and collect Alias Tax Warrants issued for personal property taxes.
