Shelton Life, our community publication made reference last year to the appointment of a long range planning committee. The charge of the long range planning committee will be to create a “draft” of the Plan of Conservation and Development for the City of Shelton. The office of the Mayor has recommended to the Planning and Zoning Commission that the current plan, adopted in the early 1990’s should be updated to reflect changes and trends which impact the “balanced community” Shelton has created. While periodic updates have been prepared by the Planning and Zoning Commission, city leaders, including the Board of Aldermen, expect the plan to reflect all of the many changes which impact local, regional, statewide, national, and even global competition for stability and growth. The laws of the State of Connecticut suggest that “Plans of Development” be updated every ten years and actually provide guidance on form and structure. Content and goals are another matter chosen specifically by the local community. Inventories of land, businesses, housing, public facilities including schools, and infrastructure are updated and studied with recommendations made for strategic next steps. Educational and other investments are explored in strategic public and private investments and evaluated. Transportation is a major plan consideration as is open space and recreation. It is a guide for decision makers to rely on as the community continues to evolve. The reason for calling this a “draft plan” is because the legal responsibility for adoption of the plan resides with the Planning and Zoning Commission. The Long Range Planning Committee, working with a consultant, Planning and Zoning staff, and other Board and Commissions will prepare the draft. Planning and Zoning regulations require that it be taken to public hearing prior to adoption, and a formal vote on the plan will be taken. In order for the effort to reflect the numerous interests which a community represents, this Long Range Planning Committee will have seven members: three members appointed by the Planning and Zoning Commission include: Tony Pogoda, Fred Musante and Peter DiCarlo; three members appointed from the Board of Aldermen include: James Tate, Tom Harbinson and Frank Osak; and one member appointed by the Mayor: Michael J. Adanti All meetings of the Long Range Planning Committee will be open to the public and recorded in accordance with Freedom of Information requirements. Periodic public updates will be made as the committee proceeds with their work. It is estimated that the effort to create the new plan, along with adoption of the plan, will take between 18 – 24 months.
